Chippewa Flowage Invasive Species Education and Management (CFISEM) Steering Committee

Minutes from the meeting of September 28, 2005

In Attendance: Erik Olson, Deb Anderson , Jen Bunker, Kristine Maki, Dara Olson, Craig Roesler, Michael Koehler, Steven Spickerman, David Berard, Dale Olson, Miles Falck, Dennis Claggett, and Chuck Block.

Not in Attendance: Mic Isham, Dan Tyrolt, Douglas Kurtzweil, Jerry Smith, Robin Shepard, Tracey Mofle, and Cheryl Treland.

Erik- Welcomed everyone and reviewed agenda. 

Erik- Opened the meeting to “Sharing of new information.”

Kristy- Eurasian Watermilfoil and Purple Loosestrife was found on Osprey Lake.  2 sites with Japanese Knotweed have been found and are county records.  Treated some lakes w/Sawyer County Land and Water Conservation for Eurasian Watermilfoil; Connors, Round, etc.

Dara- Sampled 29 lakes within the ceded territory for zebra mussels and spiny waterflea and did vegetative invasive species surveys, as well.  Spider Lake, Lac Courte Oreilles, and Chetac found Curly-leafed Pondweed.

Dale- Mostly worked on treatment.  Treated Connors, Round Lake, and Tigercat Flowage.  Working on getting an Invasive Species Specialist full time.

Dara- Zebra Mussels were not found this year in Round Lake .

Dale- DO samples from Connors Lake .

Craig- Raised 110,000 Purple Loosestrife Beetles w/Dianna Tremblay’s science class.  Released around county.  Released on Tigercat Flowage, Spider Lake, and Chippewa Flowage (20,000).  Purple Loosestrife more abundant-appearing in new locations.  Also, checked the Chippewa Flowage for weevil damage on Eurasian Watermilfoil.  Found none, but could be due to predation by small bluegills. Weevils were found to reduce the Eurasian Watermilfoil on a Chain of Lakes (in Price County) by 90%.

Erik- Had many property owners and resource users asked why the EWM “looked sick”, and was wondering if algae had a negative affect on EWM.

Craig- Examined some of the algae and keyed them out to be a blue green algae that grows encased in a mucilage and belongs to the genus Gleotrichia.

Discussed.  No known negative affects of the blue green algae on EWM.

Chuck- SCLF with LCO Conservation Dept. and LCOOCC Extension held a Luncheon at Famous Daves which was successful and had about 30 participants, all fishing guides or bait dealers.

Chuck- SCLF had annual meeting on September 24th, 2005 and had about 40+ attend.  Set up new committees including; education, government relations, etc. 

Erik- Went with Bruce Meyers, SCLF, to the Annual Hayward Area Lakes Convention and Visitors Bureau Meeting and handed out educational materials, fliers, and did a presentation.  Also, did a mass mailing of AIS educational materials and fliers to boat dealers, resort/hotel owners, bait dealers, and fishing guides (roughly 400+).

Chuck- Is there a summation of the water quality on Round Lake?

Dale- Yes (Will forward.)

Discussion on the water quality in Round Lake.

Erik- Started Presentation.  EWM 2005 Research Results.  Used a 150X150m grid cell size to create a sampling points using point intercept approach.  1399pts on survey. About 1425 points collected total.

Erik- Presented Purple Loosestrife 2005 Research Results.  19 Shoreline surveys done by volunteers and staff.  Can create a detailed map showing infestation sizes. 

Erik- Bogs had a lot of PL.  Perhaps the bogs are in the most danger of being infested.

Erik- Noticed ants on PL a lot this summer, could they be damaging it? 

Steven- No, most likely they are feeding on aphids on the plant.

Erik- Moved meeting into the “Next Steps” portion.  Discussed development of Chippewa Flowage Invasive Species Joint Agency Management Plan. 

Dara- Are you going to utilize the existing Joint Agency Management Plan?

Erik- Yes.

Erik- Create an attachment to the Management Plan stating committee’s suggestions for control options/steps.  Also, help other agencies (i.e. WI DNR, LCO Conservation Dept.) identify areas within the east-side of the Chippewa Flowage for initial control of PL and EWM.  Also, create a Chippewa Flowage Invasive Specie Management and Education 2005 Report this winter.

Erik- Opened meeting for discussion of Management Options.

Miles- Beetles seem to do well in wet sites and in locations were Bio and Chemical controls were both used.  Beetles seem to be very hardy, survive winter and chemical spray.  It would be good to have a map that would show density of PL w/overlay of where beetles were found present and where they were released.

David- Need a separate discussion on how to prevent spread from flowage to other lakes.

Dale- What is the goal?  Complete Eradication?

Craig- Anyone used Renovate for PL?  Broad leafed herbicide good for PL doesn’t kill off grasses and sedges, think it is allowed to be sprayed over water.

Erik- Dennis, Can we get volunteers to remove flower heads?

Dennis- Possible, do similar project to roadside pickup. Have property owners pick shorelines to protect/clean-up PL.

Erik- What is a good combo?  Physical and Biological?  Chemical and Biological?

Discussion- Yes, Bio, Chemical, and Volunteer clean up.

Miles and Kristy- Priorities for control.  What part of water shed, size of infestation, high traffic areas, stream openings, spawning areas, important ecological areas, fisheries habitat, etc. 

Craig- As far as EWM concerned, estimate (105 sample points with EWM/1404 total points)*about 8,000 acres= 598.3 acres, roughly 600 acres of EWM roughly.

Steven- Native and Eurasian hybrids, and scientific debate on whether even separate species.

Discussion- Winter draw down on Flowage used to be 14-16 feet.  Frost would then penetrate and kill plants.  Possibility that 6-10 feet every ten years (winter) draw down could probably help manage EWM well.  Oxygen depletion over course of winter due to drawdown. 

Miles- Can aerate pockets with wind and solar aerators.

Mike- NRCS has grant for LCO Conservation to treat 20 acres of EWM on Flowage.  Estimated cost per acre is about $550/acre.

Erik- Going to need committee’s suggestions in developing the management plan, send it out to fisheries biologist, hydrologist, etc. for comments.

Erik- Need to make sure proper representation by USFS, DNR, LCO, Reps from the Dam, etc.

Discussion- Create certain elements of plan, (i.e. Economic Issues, Winter Fishing Issues, etc) and consult with proper people to finalize plan. 

Steven and Craig- Get Dam records so you can correlate the water depth with the elevations to find accurate water depths for EWM.  Find Plant records to document plant species in a historical sense and relation to draw down.

Erik- Thank you all.  Next meeting will be scheduled for sometime in December.

Next CFISEM Steering Committee meeting is set for December 20th, 2005 from 1-4PM at the Lac Courte Orielles Ojibwe Community College.
